Yipeng Su

Yipeng Su is a Senior Research Associate in the Housing and Communities Division at the Urban Institute. Her housing research encompasses zoning and land use policy evaluation, including a recent report "How Big Upzonings Affect Housing Supply," which examines large-scale upzoning reforms in New York City and Philadelphia and their effects on housing production. Her broader portfolio spans housing policy and evaluation, housing market simulations, transit-oriented development and equitable transportation access, as well as community and economic development. Her research findings have been published in peer-reviewed journals like Cityscape and cited in media outlets including The Washington Post and Greater Greater Washington. She holds a BA in Mathematical Economics from Fudan University and an MPA from New York University.

Ryan Patterson

Ryan Patterson is honored to serve as general counsel for YIMBY Law and YIMBY Action. He is the managing partner of Patterson & O’Neill, PC, with offices in San Francisco and Los Angeles. Ryan is a leader in the fields of land use, state housing law, and CEQA — shaping, testing, and applying complex laws in new and creative ways to help his clients succeed. In 2025, Ryan was named among the top 30 real estate and development lawyers in California by the Daily Journal, the state’s legal newspaper.

Ryan has represented YIMBY organizations, real estate developers, and property owners in litigation against a number of government agencies, including the cities of San Francisco, Los Angeles, Berkeley, Sausalito, Redondo Beach, Culver City, Lafayette, San Mateo, Simi Valley, Sonoma, Monte Sereno, Millbrae, Burbank, Cupertino, Pasadena, Malibu, Marin County, and Los Angeles County, as well as the Governor of California and the California Department of Housing and Community Development (HCD).

In his free time, he serves on the board of directors of the San Francisco Bicycle Coalition, as vice president of the Upper Noe Neighbors Association, and as a member of the Sierra Club San Francisco Bay Chapter Political Committee. He also has experience in the California Governor’s Office and statewide political campaigns. He is a graduate of UCLA School of Law and Claremont McKenna College.
